Reputation based content evaluation is something I spend a lot of time thinking about. This is an area of development I plan on exploring soon. In the meantime, there's the WOT firefox extension: http://www.mywot.com/en/wot/home/ .
This is a clever tool that "provides web site reputation information for users." Each user gets to rate the reputation of any web site and for every site you visit, WOT gives an indication of the reputation of that site as determined by other WOT users.
This is a good first step in exploring the reputability of websites and I encourage you to check it out. Let me know that you think of it and what improvements you think it needs.
